The Constâncio Vaz Guimarães Sports Complex, also known as “Ibirapuera Complex”, is a public facility that brings together several sports facilities, being emblematic in the history of the municipality of São Paulo. Part of the set includes the equipment foreseen in the context of the construction of the Ibirapuera Park and urbanization of the area. The construction of the complex began in 1954, on the celebrations of the fourth centenary of the city.
This work characterizes the study of opportunities and vocations for the equipment, aiming to analyze the proposals and projects related to the PMI (Procedure of Expression of Interest) about the Sports Complex, making an understanding, from the identified needs, for possible uses related to the place.
Through investigations and benchmarking research of similar projects in different countries, we have structured the program of uses and the definition of the recommended areas for each use. The dimensioning resulted in the indication of the land use coefficients, which contribute to the structuring of a proposal for the definition and characterization of the zoning of the area.
Located in Várzea do Ibirapuera, the complex is located close to Ibirapuera Park, in an area classified as a ZOE – Special Occupation Zone, which requires its own land use and occupation rules.
The Complex consists of a set of sports facilities, arranged in buildings and equipment that were later added to the Ibirapuera Gymnasium. The image highlights the audience capacity of each location and its main purposes.
The study starts from an analysis at different scales to understand the socio-territorial context and advances in the analysis of the PMI received by the State Government in the scope of the public call for studies of technical-operational modeling for the equipment. All studies were analyzed, and the main uses proposed, strategies and market views of the stakeholders are highlighted.


From the analysis indicated and research of case studies of similar projects, we observed some opportunities that lead to the creation of three scenarios of use, which focuses on different proposals, however the three maintain in common the mandatory construction of a multipurpose arena covered that allows the continuity of sports activities and that has the capacity to hold medium to large events.
To define the guidelines and design guidelines, the study considered scenario 3 for detailing, with several uses. Patterns of land use and occupation and guidelines regarding the morphology of the elements and connection with their surroundings were defined, considering new links with Ibirapuera Park.
